School Certification
An authorized official from the educational institution must certify that the diploma, transcript, or academic record is an official record or a true copy of the original.
Notarization
The school official’s certification must be signed and notarized by a properly commissioned New York notary public before the document can proceed.
County Clerk Authentication
The notary’s signature must then be authenticated by the County Clerk in the county where the notary is qualified before submission to the New York Department of State.
